Join us on March 23rd for a panel discussion on the redevelopment of a few up-and-coming areas in the KC Metro! We will hear from individuals who have dedicated their time and energy on the revitalizations and expansions of areas such as Downtown Overland Park, Lenexa City Center, Downtown Lee’s Summit, and North Kansas City!

Moderator - Marlene Nagel
Director of Community Development, Mid-America Regional Council (MARC)

Marlene Nagel serves as the director of community development for the Mid-America Regional Council (MARC). MARC is the metropolitan planning organization and association of city county governments serving the bi-state Kansas City region. In her role, she oversees programs in emergency services/9-1-1 system coordination; public health and health care access; public affairs/legislative advocacy; local government services; homelessness; solid waste and others.

Todd Pelham
Deputy City Administrator, City of Lenexa

Todd Pelham was selected as the Assistant City Administrator for the City of Lenexa, Kansas in March 2014 and promoted to Deputy City Administrator in April of 2015.  Prior to joining the City, Todd worked as the Deputy City Administrator for the City of Blue Springs, Missouri where he had oversight for the development functions of the City. 

The Deputy City Administrator is currently responsible for the oversight of the city’s Parks and Recreation, Municipal Services, and Enterprise Systems and Technology (EST) departments and serves as the Project Manager for the implementation of the Civic Center project at 87th and Renner.  Additionally, the Deputy City Administrator is responsible for working with the Mayor and City Council to resolve various citizen issues and requests, and assists with the formation of the city’s annual capital improvements program and annual operating budget.  The Deputy City Administrator also assists the City Administrator in various capacities with economic development issues and is the acting City Administrator when designated.

Mark Dunning
Assistant City Manager,  City of Lee’s Summit, Missouri

Mark Dunning is currently an Assistant City Manager for the City of Lee’s Summit, Missouri.  Mr. Dunning has been employed by the City of Lee’s Summit since 1997 where he has served as a Building Inspector, Plans Examiner, Division Manager of Building Inspections, Division Manager of Inspection Services (managing the Building Inspection and Neighborhood Services Divisions) and in 2003 was promoted to the Director of Codes Administration for the City of Lee’s Summit.  As the Director of Codes Administration, he was in charge of the Permit and Plan Review Division, Building Inspection Division, and Neighborhood Services Division (property maintenance and zoning enforcement).  In 2008 Mark assumed additional duties as the Director of Redevelopment for the City of Lee’s Summit, and in 2014 was further promoted to the Development Center Director where he was responsible for implementing a reorganization and overseeing various business and development programs and processes.  In October of 2015 Mr. Dunning was promoted to his current position as an Assistant City Manager where he is responsible for Development Services and Communications.

Rosana Privitera Biondo
President and Owner of Mark One Electric Co.

Rosana is a founding employee of Mark One Electric Co., Inc., a specialty electrical contracting  firm.  In 1994, after 20 years with the company as an employee and as Secretary/Treasurer, she became the President and an owner of Mark One. Rosana currently oversees the day-to-day  operations of the company with all eight departments reporting directly to her. Rosana’s primary  focus is to continue to build Mark One’s successes, to ensure that it will be here for the next  generation.  Under her leadership, & with the support of her tremendous staff, Mark One Electric has grown into one of Kansas City’s top five Electrical Contractors.  

Jack Messer
Director of Planning & Development Services, City of Overland Park, KS

Mr. Messer is the director of the Planning & Development Services Department of Overland Park and has been with the city for nearly six years. Jack has a variety of experiences working for Manhattan, KS, Janesville, WI and in engineering consultancy.

Jack’s department is responsible for the wide range of planning functions involved in Planning, Building and Maintaining the City. This includes applying the city's long-range development goals and objectives to specific development proposals as they are brought before the Planning Commission and City Council.

Jack grew up in the Flint Hills of Kansas, graduated Kansas State University and happily calls Overland Park home.
